How We Do It
GovSolve bridges the gap between citizens and local authorities by leveraging a smart, AI-powered web application designed to streamline the entire complaint life cycle. When a citizen reports an issue through the platform, the system utilizes integrated AI modules to automatically analyze text and media submissions, extract critical details, and assess urgency.
By instantly processing this unstructured data, the platform bypasses traditional manual sorting and automatically routes the grievance to the specific public sector department responsible for handling it. Throughout this process, the application maintains absolute backend transparency, offering real-time status updates to the user to ensure that local public governance remains completely accountable, measurable, and visible to the community.

The Result
GovSolve is a platform that helps government offices handle citizen complaints more efficiently. It takes submissions written in English, Filipino, Cebuano, or mixed languages and turns them into clear, concise summaries. This makes it easier for officials to quickly understand and respond to people’s concerns.
We created a fair and transparent system that prioritizes citizen complaints based on urgency and impact, ensuring safety risks, legal deadlines, and community-wide concerns are addressed first. GovSolve also detects clusters of related reports, turning them into visible “hotspots” that alert officials to larger issues like infrastructure or utility failures before they escalate.
Furthermore, the project has established a strong academic foundation by serving as a comprehensive thesis study on leveraging artificial intelligence for public governance. The research and development process yielded valuable insights into functional decomposition and data modeling for civic tech, creating a scalable blueprint that can guide future developers and researchers aiming to build tech-driven public grievance solutions.
